Nonce#
Supports querying Nonce on EVM chains, returning the nonce that is about to be confirmed on-chain and the pending nonce in the memory pool.
For example, if the highest confirmed nonce for the current address is 10, and the memory pool has nonce 11 and 12 pending, the returned nonce would be 11, and pendingNonce
would be 13.
